Best to wear layers, and include a warm coat, scarf, gloves, and hat. There may be snow, so a pair of boots or at least sturdy, waterproof shoes would be good.
There%26#39;s no dress code for dining in New York--I think it%26#39;s nice to get a little more dressed for evening, but to me that means putting on lipstick! Please note, though, that certain upscale restaurants might require jackets for men, though this is increasingly rare.
Can%26#39;t speak about Times Square on NYE--I%26#39;ve never had the nerve to do it. If you do a search on these boards, you%26#39;ll find lots of threads about New Year%26#39;s Eve in the city.

2. It really depends where you%26#39;re going. Do you have somewhere in mind?
3. Unless you have somewhere to be in Times Square (restaurant/hotel etc) then you%26#39;d better arrive early - think around lunchtime. And don%26#39;t plan to leave until well after the ball has dropped! Not the most enjoyable experience IMO.

Bambie - re New Year%26#39;s Eve in Times Square...
Each year, hundreds of thousands of people descend upon Times Square to experience this event. If you are planning to go get there early and be prepared - you%26#39;ll be corralled into barricaded areas where you%26#39;ll have to stay for the duration. If you leave, you can%26#39;t get back to where you were - if you leave to go to the bathroom or get food, you will not get back to where you were. People start getting spots as early as Noon.
And, if it gets really cold - it can be bone-chilling just standing around waiting.
But maybe you have to do it just once, I did - but never again!
Take layers of clothes. Which is to say silk or synthetic underwear, nice boots, a long winter coat, warm hat, scarf, and gloves. I usually wear a nice long skirt and sweater under all of that. Seems to work for both casual and high-end places. As for Times Square at New Years, that%26#39;s up to you. If it%26#39;s important to you to have this experience, go do it! It%26#39;s not important to me because of the crowds, confinement, and the fact that I get sleepy too early to care.
Christmas in NEw York means Rockefeller Center , the tree , the Rockettes at Radio City Music hall and the magic on ice skating but this year is even more exciting becasue they are opening a new iobservationd eck at the Rockefeller Center
