It may be too early to book. Depends on what your definition of ';best'; is. The River Cafe is a favored place with great views of the NY skyline and excellent food. Downside is it%26#39;s in Brooklyn and requires a subway ride or cab. Don%26#39;t know if you want to do that on Xmas Day.

In midtown, the Rockefeller Center Cafe and the Sea Grill will have views of the ice rink at Rock Ctr.

My first choice would be One if by Land. I think the holiday ambience is better than that of almost every other venue in its class.
The Mark Hotel Restaurant. Upper East Side. Make reservations in advance. Food extraordinaire. First class service.
I%26#39;m with Wingman. One if by Land could not be cozier. And the food is outstanding too.
All the other restaurants mentioned were top shelf but I have spent a few holidays with One if by Land and have been thrilled.
It is out of the way, has no sign on the door but the plaque bearing the address number. It was someone from colonial times barn I think. Fireplaces, several levels %26amp; rooms. Celebrities that do not want tomake the scene. As a matter of fact this restaurant was not listed for the general public to be aware of till the Zagats rated it and published. A great NY spot.
